How old do you have to be to adopt a dog from Babylon, New York animal shelter?

My mother is okay with me adopting a dog, so I plan on surprising her with a dog in the near future. However, I am 17 years old.... Is 17 old enough to adopt a dog here? Will I have to get somebody over 18 to adopt the dog for me?
